The VDOE started developing Instructional Consultation Teams (ICT) in 1999 and continues to expand the initiative throughout the school systems in Virginia. Instructional Consultation Teams (ICT) is a model of service delivery that provides academic and behavioral support to students struggling in the classroom. It is based upon the premise that quality instruction that is matched to a student’s assessed entry skills, will increase student success and reduce behavioral problems (ICAT Resources, 2010). Schools participating in the VDOE’s ICT initiative receive comprehensive professional development from their regional VDOE Training and Technical Assistance Center (T/TAC). The professional development includes a series of trainings (e.g., ICT overview, session trainings on reading, math, writing and behavior), technical support sessions and monthly on-site consultations.
