Dr. Lynch’s background and training are in program evaluation and research. Since 1992, she has applied these functions to programs, projects, and interventions with and for individuals with disabilities across the life span. Dr. Lynch takes a participatory and utilization-focused approach to her work. She splits her time between serving as Program Evaluator for the T/TAC and Senior Research Associate for the Partnership for People with Disabilities (the Partnership).
