When the Sirens Sound: Policy, Research, Politics and Equity in Regional Emergency Planning.
The planned session, will focus on issues of social equity in local and regional emergency planning. In the wake of recent events such as Hurricane Katrina and Richmond’s experiences with Gaston and Isabel there has been heightened awareness and attention to local planning to address natural disasters and other widespread community threats in the post 9/11 environment. Faculty from the L. Douglas Wilder School of Government and Public Affairs, along with regional professionals and public administrators in emergency preparedness will present and discuss the role of equity in planning for emergency preparedness. Special attention will be paid in the discussion to growing international populations in the region and the state and related linguistic barriers, ongoing challenges with economic disparities and their associations with race and age, and the needs of individuals with disabilities. The session will provide the opportunity for community stakeholders, students, researchers and professionals to better understand and discuss critical factors relevant to social equity and public responses to emergency situations.
