eVA Exempt Categories

The following is a list of items that are currently "exempt" from eVA. There is no need to register vendors associated with these transactions in eVA. However, if an eVA requisition is required the PO category must be coded as an X02.

  • Corporate Purchasing Card over-the-counter purchases (at the merchant's place of business)
  • Conference registration fees
  • Professional organizational membership dues
  • Medical/Health Care Services when services are provided by a hospital or an individual licensed and authorized by law to engage in the prevention, diagnosis, or treatment of human illness, injury, or physical disability, mental health, mental retardation, substance abuse, or emotional condition.
  • Contracts with certain public and private hospitals, medical practices, and medical clinics that are licensed and authorized by law to engage in the prevention, diagnosis, or treatment of human illness, injury, or physical disability, mental health, mental retardation, substance abuse, or emotional condition, when the purpose of the contract is to provide on-site mentoring and practical experience to medical students enrolled in state institutions of higher education.
  • Advertisements such as in newspapers, magazines, journals, radio, television, etc.
  • Public Utilities (i.e. electric, gas, water, and sewer)
  • Government-to-government purchases, other than purchases from Virginia Correctional Enterprises (VCE), Virginia Industries for the Blind (VIB), Virginia Distribution Center (VDC) and Office of Graphic Communications (OGC).
  • Accreditation fees and academic testing services
  • Purchases made using the DPS Contract #91026, Express Delivery Services
  • Postage paid to U.S. Postal Service
  • Debit Dollars
  • Individual travel and lodging - Travel Reimbursement form
  • Sponsored Programs Subawards - Direct Pay/General Encumbrance form
  • Employee reimbursements - Direct Pay/General Encumbrance form
  • Real estate (Real Estate and Transportation Departments only)
