Buckle Up Virginia
Virginia has seat belt laws. For your safety, your child's safety, and the safety of others, buckle up. The National Click It or Ticket program is on now and our officers will be assisting with enforcement. It is a high visibility enforcement program designed to raise safety belt usage and save people from death and serious injury on the streets and highways. Traffic Issues on the VCU Medical Center Campus
As you may have noticed, the traffic patterns have changed at the VCU Medical Center Campus due to the ongoing construction in the area. Be aware of your surroundings and allow more time for travel. Watch for traffic control officers. When you approach an intersection where one is present, let them know which direction you want to go by using your turn signals. As a tip, we ask that you refrain from using your cellphone while in heavy traffic when your attention is needed most. A note for D Deck subscribers - the 'No Turn on Red' sign has been removed from the intersection of 7th and Duval. Now you can turn right on red only when it's safe. We are working with the City of Richmond to extend the time for green lights at 7th and Duval and 10th and Leigh. A final note: Please follow the rules of the road. Your safety and the safety of those around you depends on it.




Know the Speed Limits
With the exception of a few locations, the speed limit within the Monroe Park campus area is 25 miles per hour. The speed limit on Belvidere Street is 35 miles per hour. On West Broad Street, from the intersection at Belvidere Street westbound, the speed limit is 35 miles per hour. Beginning just east of Belvidere Street eastbound, the speed limit is 25 miles per hour. This continues on into the VCUHS campus where the speed limit for the entire VCUHS campus area is 25 miles per hour. Please be aware that the VCU Police Department is enforcing the speed limits on each campus using RADAR-equipped patrol cars and motorcycles. All About Crosswalks
Virginia Code section 46.2-924 states "A) The driver of any vehicle on a highway shall yield the right-of-way to any pedestrian crossing such highway: 1) At any clearly marked crosswalk, whether at mid-block or at the end of any block; 2) At any regular pedestrian crossing included in the prolongation of the lateral boundary lines of the adjacent sidewalk at the end of a block; 3) At any intersection when the driver is approaching on a highway or street where the legal maximum speed does not exceed thirty-five miles per hour. B) Notwithstanding the provisions of subsection A of this section, at intersections or crosswalks where the movement of traffic is being regulated by law-enforcement officers or traffic control devices, the driver shall yield according to the direction of the law-enforcement officer or device. No pedestrian shall enter or cross an intersection in disregard of approaching traffic. The drivers of vehicles entering, crossing, or turning at intersections shall change their course, slow down, or stop if necessary to permit pedestrians to cross such intersections safely and expeditiously. Pedestrians crossing highways at intersections shall at all times have the right-of-way over vehicles making turns into the highways being crossed by the pedestrians. C) The governing body of any county having the county manager plan of government, or any city with a population between 110,000 and 115,000, may by ordinance provide for the installation and maintenance of highway signs at marked crosswalks specifically requiring operators of motor vehicles, at the locations where such signs are installed, to yield the right-of-way to pedestrians crossing or attempting to cross the highway. Any operator of a motor vehicle who fails at such locations to yield the right-of-way to pedestrians as required by such signs shall be guilty of a traffic infraction punishable by a fine of no less than $100 or more than $500. The Commonwealth Transportation Board shall develop criteria for the design, location, and installation of such signs. The provisions of this section shall not apply to any limited access highway." For both drivers and pedestrians, the most important thought that should come to mind is, if there's any doubt, stop. A life is worth much more than a few seconds saved.



Loud Car Stereos
Aside from traffic congestion, another daily traffic annoyance is loud car stereos. The VCU Police Department has received many complaints regarding this issue and is taking action against it. There is a law making loud music illegal. Richmond City Code section 18.1-11 defines the violation as "The playing or operation, or permitting the playing, use or operation, of any radio, tape player, loud speaker or other electronic device used for the amplification of sound, which is located within a motor vehicle, and which is audible from outside the motor vehicle at a distance of fifty (50) feet or more." Any person who violates this code section shall be deemed to be guilty of a Class 2 misdemeanor.
