Dissertation title: “Measuring Fiscal Condition of Virginia Localities: Do Measures of Fiscal Condition Used in State Aid Formulas Relate to Local Discretionary Expenditures?”

Jonas is a former deputy director of Virginia’s Joint Legislative Audit and Review Commission (JLARC) and is the author or co-author of dozens of JLARC evaluations of state programs and agencies.

Program notes: My Ph.D. greatly helped me attain my current position, which requires a terminal degree. In addition, while pursuing my degree I met people who turned out to be lifelong friends and valued colleagues.
